Which option should I pick?
Fit within a maximum shrinks big photos so neither side is larger than the numbers you set, and keeps the shape. It's the best choice for email, websites and forms. Exact width × height gives exactly the size you type. If the shape is different from your photo, you can crop it (and drag to choose what stays in the frame), add a border, or stretch it. Percentage scales both sides by the same amount.
Is it safe?
Yes. The photo is opened and resized by your own browser. It is never uploaded to a server, so nobody else can see it, and it works even if you go offline after the page has loaded. Saving a new copy also removes hidden camera data (EXIF), such as the GPS location where the photo was taken.
